The Danish Agency for Digital Government, part of the Ministry of Finance, is responsible for building and maintaining Denmark’s digital infrastructure, ensuring citizens and businesses have secure access to public services.

In partnership with Finance Denmark, the industry organisation representing the country’s banks and financial institutions, the agency led the transition from NemID to MitID - Denmark’s national digital identification systems used for everything from online banking to government services. The move to MitID marked one of the largest digital transformations in recent years, requiring clear communication to millions of citizens across both public and private sectors.

To manage this complex communication challenge, the agency and Finance Denmark turned to Lasernet. With Lasernet, they gained the ability to structure, personalise and distribute communication efficiently to the right audiences at the right time. This not only streamlined workflows but also ensured a smoother, more coordinated rollout of MitID nationwide.

The tactical contact book

Informing an entire population about the transition required an extensive campaign. While national campaigns reached most citizens, specific groups needed more targeted communication. Digital Post letters were essential for NemID users without a Danish online bank account, both within Denmark and abroad.

Liberated from overwhelming amounts of data

Julie Rasmussen, a communications officer at the Danish Agency for Digital Government, was one of those behind the nationwide campaign, including the Digital Post letters. Vast amounts of data had to be processed before each citizen could receive the right message. It meant hours spent managing large data sheets and identifying those exempt from Digital Post who required physical letters instead.

"We had very specific needs to reach certain target groups with a specific message at a specific time," says Julie Rasmussen, explaining that the Lasernet solution helped her, and the team, create a better overview.

Lasernet sorted and structured the citizen data she had access to, automating what was previously tedious manual work. This gave Julie the necessary overview to ensure the right letters were sent to the right recipients - on time and with far less effort.

"Lasernet helped us extract a lot of data and do the sorting work for us, making it easier for us to figure out who should receive which letter and who we didn't have enough information on to send physical mail," says Julie.

She was spared the task of going through thousands of data rows one by one, to check if there was enough information – as Lasernet took care of that for her. Instead, Julie only had to focus on the citizens who were missing information. Time was saved, and the stack of returned mail was reduced – a win-win situation for everyone involved.

The envelope demonstrates its strength in the digital era

Sending physical mail is not only a complex process but also expensive, especially when the letters are returned.

"We needed data sorting to figure out what we were dealing with. It doesn't make sense to send physical letters to people for whom we don't have enough address information because they will just be returned. And that costs money," explains Julie, highlighting how Lasernet's sorting work gave her a better overview of those with insufficient information.

In this way, she avoided sending a lot of mail that would end up being returned - along with a postage bill - due to missing information.

Guided by experience, driven by collaboration

With 20 years of experience in digital administration, Lasernet Group delved into the core of the problem faced by Julie and her team and introduced Lasernet.

"It was evident that they knew what they were doing and genuinely wanted us to succeed," says Julie Rasmussen. The experience from similar projects meant that the Lasernet Group team knew the importance of proactive communication for the customer.

"Lasernet Group called regularly to follow up and see how things were going. They also came to us for meetings when we needed them," says Julie, adding that it was reassuring to know that Lasernet Group was there and invested in the success of the project.

After a successful collaboration and smooth process, Lasernet has been implemented in several offices of the Danish Agency for Digital Government. The scalability and user-friendliness have allowed even more employees to operate and utilise the system today.
